I think that if you are not worried about dropping food, then go to karamja and just keep harpooning for swordfish. What really helps is if you play Fist of Guthix (recommend you do at a high lvl), you can accumulate enough tokens to buy swordfish gloves (which will double your xp when harpooning for swordfish) but it only lasts for 1000 swordfish before you have to obtain another one again.
If you do not want to do that, I suggest you just fly-fish at Barbarian Village in World 1 instead. I suggested World 1 because you can give your raws (or cooked) food for free instead of having to drop it.
